The page does not mention a block wall, so what follows is our inference, not a rule: a block wall that holds back soil and one that stands free are different things in the page's wording, which names fencing and retaining walls separately; which description fits a particular wall is a question for the City, and the page does not answer it. We say nothing about any lot.
