the City of Idaho Falls' Apply for a Permit page prints, under the heading When do I need a permit?, a section numbered R105.1: an owner or the owner's authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace an electrical, gas, mechanical or plumbing system that the code regulates, shall first make application to the building official and obtain the required permit. The page does not say which code the section comes from, or whether a wall is a building or structure under it.
