What block walls in Idaho Falls actually involves

We read the City of Idaho Falls' Apply for a Permit page on October 7, 2026. It says a building permit must be obtained prior to the start of construction, and it prints a building-code section, R105.1, under which an owner or the owner's authorized agent who intends to construct, enlarge, alter, repair, move or demolish a building or structure shall first make application to the building official and obtain the required permit. It does not mention a wall, and it does not say whether a block wall counts as a building or structure for that purpose.

The system

The page says the City is introducing Cityworks software to replace its eTrakit online system, and that everyone will need to set up a new account before applying for permits or scheduling inspections. The permit text page sets out the page's lines.

Where the City's pages stop

None of the three saved City pages mentions a block wall, a masonry wall or any other wall. Two of them list a document titled Work Exempt from a Permit, which this site has not read, so it does not say whether a block wall is on it.
